MINUTES OF THE PARISH COUNCIL MEETING HELD AT 7.00PM AT THE CHAPEL SCHOOLROOM, MAIN STREET, HESSAY ON THURSDAY, 9 JANUARY 2025
Present: Councillors John Savage (Chairman), Tom Hildreth, Anne Hook, Emilie Knight and Will Taylor. Also present were three members of the public and the Clerk, James Mackman.
25.001 – CO-OPTION AND INTRODUCTION OF NEW COUNCILLORS
Will Taylor was co-opted on to the Parish Council and signed his Declaration of Office.
25.002 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.
25.003 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
All Councillors being present there were no apologies.
25.004 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
None.
25.005 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 14 NOVEMBER 2024
The minutes of the Parish Council meeting held on 14 November 2024, having been circulated prior to the meeting, were approved and signed.
25.006 – PUBLIC PARTICIPATION
None.
25.007 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillor Knight reported that she is going to ask the City Council to replace the salt bin that was removed some time ago.
25.008 – TO RECEIVE THE CLERK’S REPORT:
(a) Update on the Parish Council’s website (Min. 24.106a)
The Clerk reported that the website has now had more than ten thousand visitors.
(b) Request to repaint the faded markings on the village roads (Min. 24.106b)
It was noted that the lines at the entrance of New Road with the A59 had still not been repainted. The Clerk is to press the City Council to carry out the work. (Action Clerk)
(c) The repairs to the notice board (Min. 24.106c)
It was reported that Stuart Cariss had repaired the notice board. The Councillors expressed their thanks to Mr Cariss.
25.009 – PLANNING APPLICATIONS
(a) The Councillors considered the planning applications received since the September Parish Council meeting as listed below: –

Ref: 25/00003/FUL – Single-storey rear extension and 4no. rooflights to front roofslope at The Old School House Shirbutt Lane, YO26 8JT.
No objections but wish that measures to avoid light pollution to protect local amenities be sought.
(b) To note Local Authority Planning Decisions
It was noted that the City Council had made no planning decisions since the November Parish Council meeting
25.010 – FINANCE
(a) Financial Report
The Clerk presented a detailed report showing the actual income and expenditure for the year for the period to 9 January 2025. The report reflected the receipts and payments (net of VAT) below:

(d) To consider making a donation to the Chapel School Room
It was agreed to make a donation of £150 towards the use of the Chapel school room for the current financial year. (Action Clerk)
(e) To consider the Budget for 2025-2026 and set the precept
The Councillors considered the proposed budget that the Clerk had circulated prior to the meeting. It was agreed that the precept for 2025-26 be increased by £300 to £4,500. The Chairman and Clerk signed the form.
(f) To agree to pay a proportion of the Clerk’s SLCC subscription (£30.02)
It was agreed that the Parish Council would pay £30.02 towards the total of this year’s subscription of £240.00.
25.011 – TO MAKE DECISIONS ON PARISH COUNCIL LAND
(a) Registration of Parish Land – To receive an update
No news on this subject.
(b) Hessay Pond
Stuart Cariss said that he would look at the picnic table and work out the cost of repairing it.
(c) Willow Garth
i. It was noted that a section of the Willow Garth fence leading up to the gate to the field had been replaced.
ii. It was reported that one of the trees in Willow Garth had fallen over and some of it is lying in the adjacent field. It was resolved that the errant parts of the tree be removed.
(d) Allotments
No report.
(e) Thief Lane
No report.
(f) Sandpit Field
No report.
25.012 – TO DISCUSS, THE CONDITION OF THE VILLAGE ROADS, FOOTPATHS, VERGES, AND SIGNAGE IN THE VILLAGE.
It was reported that the Low Moor Lane sign is on the ground. Councillor Knight is to report this to the City Council. (Action Councillor Knight)
25.013 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA training courses are circulated to Councillors on a regular basis. It was agreed that none of the forthcoming courses were required.
25.014 – TO DISCUSS THE IMPLICATION OF THE PLANNED SOLAR FARM
After a brief discussion it was resolved to defer any decision to a future meeting.
25.015 – TO RECEIVE A REPORT ON VILLAGE POLICING
The Clerk had sent the Councillors police reports for November and December 2024. It was noted that there was just one incident in December that had been reported to the police.
25.016 – TO NOTE CORRESPONDENCE RECEIVED BY THE CLERK
It was noted that the correspondence received since the November meeting, as listed below, had already been circulated to the Councillors.

It was agreed that the next meeting would be held in the Chapel Schoolroom, Main Street, Hessay.at 7.00pm on Thursday 20 March 2025.
There being no more business the meeting was formally closed at 9.00pm
