HESSAY PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT 7.30PM AT THE CHAPEL, MAIN STREET, HESSAY ON THURSDAY, 4 OCTOBER 2022

Present: Councillors Mark Barratt (Chairman), Mike Lord and Steve Mills. Also present was one member of the public, City Councillor Anne Hook and the Clerk, James Mackman.

PUBLIC PARTICIPATION
None.

It was noted that Councillor Johnson had submitted a letter of resignation from the Council. The Clerk reported that he had advised the City Council of the vacancy.

22.077 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

22.078 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies for absence had been received from Councillor Ramshaw.

22.079 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Councillor Ramshaw’s reason for absence was approved.

22.080 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 21 JULY 2022
The minutes of the Parish Council meeting held on 21 July 2022, having been circulated prior to the meeting, were approved and signed.

22.081 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillor Anne Hook reported: –
On Thursday 6 October, there will be a meeting of Full Council to discuss the devolution deal. It is proposed that there will be an elected mayor for York and North Yorkshire, which will both be unitary councils. This position will also include responsibility for Police and Crime and Fire. It will come with significant additional funding. The two unitary authorities will also work closer together to share learning and resources where it will improve efficiency. The position of the historical Lord Mayor of York will not be changed.

22.082 – TO MAKE DECISIONS ON PARISH COUNCIL LAND
(a) Registration of Parish Land – To receive an update
No further news on this subject.

(b) Hessay Pond including work to resurface the path & creating a hard standing area.
Councillor Barratt reported that he had met local contractor who is to give a price for resurfacing the path.
The water in the pond has almost disappeared owing to this summer’s drought. The duck island in the pond has been rebuilt.

(c) Willow Garth including: –
i. The future of the shed if it poses a risk
City Council Anne Hook gave the Clerk a reference to a City Council department that may be able to help with clarifying if the condition of the shed is a public health problem. (Action Clerk)

(d) Allotments including review of the number & condition of the plots
Nick Booth gave a report on the allotments. Currently there are three tenants. It may be possible to create a fourth allotment. The possibility of having a poly tunnel was also mentioned.

(e) Thief Lane
No news on this subject.

(f) Sandpit Field
No news on this subject .

22.083 – PLANNING APPLICATIONS
(a) The Councillors considered the planning application received since the July Parish Council meeting as listed below: –

Ref: 22/01888/FUL – Single-storey side car port and single-storey rear extension with canopy over pool at Moor Villa Farm, Low Moor Lane, YO26 8JT
No objections but we wish to seek assurance that the Green Belt is not adversely affected, or any precedent set.

(b) To note Local Authority Planning Decisions
It was noted that the City Council had approved the following planning applications: –
• Ref: 22/01137/FUL – Slurry tank with canopy at Curlew Fields Farm, New Road.
• Ref: 22/01340/ABFU – Change of use of the existing agricultural building to use class B8 (storage or distribution) under Class R of Part 3 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 2015 at High Moor Farm, New Road.

It was noted that the following planning application has been referred to the Secretary of State.
• Ref: 21/02005/FUL – Erection of stables to the rear of 5 Laburnum Farm Close.

22.084 – TO DISCUSS THE PROVISION OF “VILLAGE SIGNS” AT THE ENTRANCES TO THE VILLAGE
The Clerk reported that the City Council had said that they would provide a cost for the signs if we let them know exactly what was wanted and where the signs would be located. It was agreed that the residents would be consulted as to the design of the signs.

22.085 – TO CONSIDER COUNCILLOR TRAINING
Cllrs. had considered the courses on offer by the YLCA but felt none were worthwhile at this time.

22.070 – TO NOTE A REPORT ON VILLAGE POLICING
It was noted that there had been no incidents reported to the police in July and one incident in August 2022.

22.071 – FINANCE
(a) Financial Report
The Clerk presented a detailed report showing the actual income and expenditure for the year for the period to 4 October 2022. The report reflected the receipts and payments (net of VAT) below.
The bank balances on 4 October were: –

(d) To receive the internal auditor’s report
Prior to the meeting the Clerk had emailed the internal auditor’s report to the Councillors. The contents of the report were noted.

22.088 – TO RECEIVE THE CLERK’S REPORT:
(a) The purchase of a new set of Christmas tree lights (Min. 22.072a)
No further news on this subject.

(b) Progress on Community Payback cutting back vegetation (Min. 22.072b)
City Councillor Anne Hook is to give the Clerk contact details so the subject can be pursued.

(c) Progress on the Newsletter (Min. 22.072d)
It was reported that the Parish Council’s website now has a provision whereby residents can sign up to be on a circulation list. As and when a Newsletter is produced it can be sent to those residents on the distribution list.

(d) Re-enrolling with the Pensions Regulator (Min. 22.071(d))
The Clerk reported that the Pensions Regulated had confirmed that the Parish Council had successfully re-enrolled.

It was agreed that the next meeting would be held at 7.30pm on Thursday 15 November 2022.
