HESSAY PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT 7.30PM AT THE CHAPEL, MAIN STREET, HESSAY ON THURSDAY, 26 JANUARY 2023

Present: Councillors Mark Barratt (Chairman), Matt Hinton, Steve Mills and Harry Ramshaw. Also present was one member of the public and the Clerk, James Mackman.

PUBLIC PARTICIPATION
None.

23.001 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

23.002 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
City Councillor Anne Hook had tendered her apologies as she was attending Skelton Parish Council.

23.003 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
None.

23.004 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 24 NOVEMBER 2022
The minutes of the Parish Council meeting held on 24 November 2022, having been circulated prior to the meeting, were approved and signed.

23.005 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
In the absence of a City Councillor there was no report.

23.006 – TO MAKE DECISIONS ON PARISH COUNCIL LAND
(a) Registration of Parish Land – To receive an update
Councillor Barratt reported that the Land Registry has asked for more information on Willow Garth and the pond area.

(b) Hessay Pond.
No further news on this subject.

(c) Willow Garth
It was noted that the City Council is unable to give advice on whether or not the asbestos is a hazard. Councillors Hinton and Barratt are to ask a couple of local residents for advice. The Clerk is to obtain quotes for the removal of the asbestos. (Action Councillors Barratt and Hinton and the Clerk)

(d) Allotments including reviewing the rents
i. It was agreed that the rent for the three allotments be increased to £25 per year from 1 April 2023. (Action Clerk)

ii. Councillor Barratt is going to see if the “accessories” can be moved with a view of creating two more allotments. (Action Councillor Barratt)

(e) Thief Lane
No news on this subject.

(f) Sandpit Field
No news on this subject .

23.007 – PLANNING APPLICATIONS
(a) To consider the following Planning Application: –
Details of Planning Applications – Comments
Ref: 22/02574/FUL – Erection of storage building and change of use of surrounding land for storage of motor vehicles (retrospective) at OS Fields 0025 and 1124, York Road.
We object on the following planning grounds
Special circumstances for development in the Green Belt are not being satisfied.
The biodiversity study is inadequate.
We believe that the site has been deliberately concealed from view from the A59.
We question the length of time of the claimed usage.
We seek assurance that existing hardcore is not contaminated and is suitable for development.
We seek assurance that the access to the site will be assessed in line with current highway standards.

(b) To note Local Authority Planning Decisions
It was noted that the following application had been referred to the Secretary of State: –
Ref: 21/02005/FUL – Erection of stables to the rear of 5 Laburnum Farm Close.

23.008 – TO DISCUSS SPEED LIMITS IN HESSAY WITH SPECIAL REFERENCE TO NEW ROAD
The City Council is to be asked if it will provide signage to tell drivers to slow down. It was agreed that a sign saying “Slow, Children and Animals” would be preferable. (Action Clerk)

23.009 -TO DISCUSS CONCERNS OVER THE SAFETY OF THE JUNCTION OF NEW ROAD WITH MAIN STREET
It was agreed that the City Council be asked to send someone to look at the junction with the aim of recommending improvements. Better marking and even a mirror were suggested. (Action Clerk)

23.010 – TO NOTE A REPORT ON VILLAGE POLICING
It was noted that there had been no incidents reported to the police in November or December 2022.

23.011 – FINANCE
(a) Financial Report
The Clerk presented a detailed report showing the actual income and expenditure for the year for the period to 26 January 2023. The report reflected the receipts and payments (net of VAT) below.

The bank balances on 26 January were: –

(b) To note accounts for payment
32 BP Zurich Municipal Annual insurance premium £257.60
33 CHG HSBC Bank charges Nov/Dec £8.00
34 BP Upper Poppleton PC Annual stationery charge £20.00
35 BP James Mackman Clerk’s salary – December & January £332.70
36 BP HM Revenue & Customs Income tax on above £83.20
37 BP James Mackman Expenses inc. SLCC subscription £34.93

(c) To receive a report on income received
HSBC Bank interest £13.46

(d) To consider making a donation to the Chapel School Room
It was agreed to make a donation of £120 towards the use of the Chapel school room for the current financial year. (Action Clerk)

(e) To agree to pay a proportion of the Clerk’s SLCC subscription (£27.55)
It was agreed that the Parish Council would pay £27.55 towards the total of this year’s subscription of £222.00.

(f) To consider renewing the York Bus Forum subscription
It was agreed that the Parish Council would not resubscribe to the York Bus Forum. (Action Clerk)

(g) To consider the Budget for 2023-2024 and set the precept
The Councillors considered the proposed budget that the Clerk had circulated prior to the meeting. It was agreed that the precept for 2023-24 be increased to £4,000. The Chairman and Clerk signed the form.

23.012 – TO RECEIVE THE CLERK’S REPORT:
(a) The purchase of a new set of Christmas tree lights (Min. 22.088a)
Councillor Barratt reported having acquired a new set of lights.

(b) Progress on Community Payback cutting back vegetation (Min. 22.088b)
It was reported that it is now possible to contact Community Payback again. It was agreed that they should be asked to clear the footpath along Shirbutt Lane and the footpath between the Chapel and Fieldside H

(c) Progress on the Newsletter (Min. 22.088c)
It was noted that the Newsletter is being prepared.

23.015 – TO CONSIDER NEW ITEMS FOR THE NEXT AGENDA
(a) To consider increasing the rent for the sandpit, Willow Garth and Thief Lane.
(b) To consider obtaining quotes for cutting vegetation in the pond area and Willow Garth during 2023-24.

23.016 – TO AGREE THE DATE OF NEXT MEETING
It was agreed that the next meeting would be held at 7.30pm on Thursday 16 March 2023.
There being no more business the meeting was formally closed at 9.58pm
