DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD AT 7.00PM AT THE CHAPEL SCHOOLROOM, MAIN STREET, HESSAY ON THURSDAY, 20 MARCH 2025
Present: Councillors John Savage (Chairman), Mike Cross, Tom Hildreth, Anne Hook and Will Taylor. Also present were seven members of the public and the Clerk, James Mackman.
Before the start of the meeting the Chairman reported that he had received a written notice of resignation as a Parish Councillor from City of York Ward Councillor, Emilie Knight.
25.020 – CO-OPTION AND INTRODUCTION OF NEW COUNCILLORS
Mike Cross was co-opted on to the Parish Council and signed his Declaration of Office.
25.021 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.
25.022 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
All Councillors being present there were no apologies.
25.023 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
None.
25.024 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 9 JANUARY 2025
The minutes of the Parish Council meeting held on 9 January 2025, having been circulated prior to the meeting, were approved and signed.
25.025 – PUBLIC PARTICIPATION
None.
25.026 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillor Knight reported that: –
• The City Council has passed the budget for 2025-26. Council tax is being increased by5%
• The Local Plan has finally been passed
• There is a Ward Committee meeting at the Poppleton Centre starting at 6.00pm on Monday 24 March.
25.027 – TO RECEIVE THE CLERK’S REPORT:
(a) Update on the Parish Council’s website (Min. 24.027a)
The Clerk reported that the website has now had more than seven thousand visitors.
(b) Request to repaint the faded markings on the village roads (Min. 25.027b)
It was noted that the lines at the entrance of New Road with the A59 had still not been repainted. The Clerk is to press the City Council to carry out the work. (Action Clerk)
(c) The removal of the Willow Garth tree which has fallen over into the adjacent field. (Min. 25.027c)
Councillors Hildreth and Taylor agreed to remove the fallen tree from the field. (Action Councillors Hildreth and Taylor)
(d) The broken Low Moor Lane sign (Min. 25.027)
It was noted that the sign had been restored.
25.028 – PLANNING APPLICATIONS
(a) The Councillors considered the planning applications received since the January Parish Council meeting as listed below: –

The Parish Council supports the planning application.

It was noted that the Local Planning Authority had refused the following application:
• Ref: 25/00003/FUL – Single-storey rear extension and 4no. rooflights to front roofslope at The Old School House Shirbutt Lane, YO26 8JT.

The Clerk presented a detailed report showing the actual income and expenditure for the year for the period to 20 March 2025. The report reflected the receipts and payments (net of VAT) below:

It was agreed to re-appoint Linda Cariss as the Parish Council’s internal auditor.
25.030 – TO MAKE DECISIONS ON PARISH COUNCIL LAND
(a) Registration of Parish Land – To receive an update
No news on this subject.
(b) Hessay Pond
Stuart Cariss said that he had repaired the picnic table. He said that whilst the table is safe now, he would keep an eye on it as it would undoubtably need to be repaired again in the future.
(c) Willow Garth
No news other than the imminent removal of the tree that has fallen into the adjacent field.
(d) Allotments
No report.
(e) Thief Lane
No report.
(f) Sandpit Field
No report.
25.031 – TO DISCUSS, THE CONDITION OF THE VILLAGE ROADS, FOOTPATHS, VERGES, AND SIGNAGE IN THE VILLAGE.
There was a discussion about potholes in the village. More have appeared recently. Councillors Cross and Taylor agreed to take photographs of the potholes and report them to the City Council and FixMyStreet. (Action Councillors Cross and Taylor)
25.032 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA training courses are circulated to Councillors on a regular basis. It was agreed that none of the forthcoming courses were required. The Clerk explained the booking procedure for Councillors wanting to attend training sessions between Parish Council meetings.
25.033 – TO CONSIDER SIGNING UP TO THE SPEED CAMERA CAMPAIGN
The Councillors agreed to take no action on this subject.
25.034 – TO RECEIVE A REPORT ON VILLAGE POLICING
The Clerk said that he had not received a schedule of incidents reported to the police in January or February. He is hoping that the volunteer who processes the monthly figures will be back from her two-month cruise soon and he will ask if figures for January and February can be made available. (Action Clerk)

25.036 – TO CONSIDER MINOR MATTERS
It was reported that the fence at the corner of Shirbutt Lane and Low Moor Lane is missing. Councillor Savage is to inspect the site and report his findings to the Clerk.
25.037 – TO CONSIDER NEW ITEMS FOR THE NEXT AGENDA
None
25.038- TO AGREE THE DATE AND PLACE OF NEXT MEETING
It was agreed that the next meeting would be held in the Chapel Schoolroom, Main Street, Hessay.at 7.30pm on Thursday 15 May 2025. It will be preceded by the Annual Parish Meeting which will start at 7.00pm.
There being no more business the meeting was formally closed at 8.21pm
