HESSAY PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL ZOOM MEETING HELD ON-LINE AT 8.00PM ON THURSDAY 19 NOVEMBER 2020
Attending on-line: Councillors Mark Barratt (Chairman), Olivia Johnson, Mike Lord, George Ramshaw and Ann Watson. Also present on-line were one member of the public, City Councillor Anne Hook and the Clerk, James Mackman.

PUBLIC PARTICIPATION
None.

20.080 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

20.081 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
It was noted that City Councillor James Barker had sent his apologies.

20.082 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
All Councillors being present there was nothing to report under this heading.

20.083 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 17 SEPTEMBER 2020
The minutes of the meeting held on 17 September 2020, having been circulated and read, were accepted as a true record. They will be signed when circumstances allow.

20.084 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Cllr. Anne Hook reported: –
The City Council has bought an area of land between the A59 and the B1224, easily reachable along Northfield Lane, to plant a new section of the Northern Forest. As well as trees, there will be wildflower meadows, cycle paths and a cafe. At the moment, they are drawing up a “straw man” plan, which will be put before local people for comments. If anyone was interested in giving feedback, I can put them in touch and their suggestions will be welcomed. This is an exciting project which will eventually be combined with planting at Harewood Whin when appropriate, to create a large area for local people to enjoy, as well as help reduce the carbon footprint of the city.

20.085 – TO MAKE DECISIONS ON PARISH COUNCIL LAND
(a) Registration of Parish Land – To receive an update
The Chairman reported that the current Covid-19 restrictions on had meant that he had not been able to meet with the solicitor to finalise the statements of truth.

(b) Hessay Pond
The Councillors had met at the pond to discuss what was achievable and grant applications. Cllr. Barratt had cut down a tree which was leaning badly and in a dangerous condition. It was agreed to move the pile of previously trimmed and fallen branches into Willow Garth and build them into log piles. A selection of trees from the Woodland Trust is be planted in the Pond area.

(c) Willow Garth
Councillor Barratt reported that the trees had arrived from the Woodland Trust. Residents would be invited to plant trees in Willow Garth this coming weekend. It will be necessary to follow social distancing requirements and each family bubble will be allocated a time slot. Cllr. Barratt has strimmed the area to be planted and has removed a number of dangerous branches in preparation. Residents would also be invited to create log piles with the fallen branches. (d) Allotments
No news on this subject.

(e) Thief Lane
It was agreed that a survey would be made of the trees in Thief Lane where a number of the existing trees have died. (Action Councillors Barratt and Lord)

(f) Sandpit Field
No news on this subject.

20.086 – PLANNING APPLICATIONS

(a) To consider the following Planning Application: –
Details of Planning Application – Comments
Ref: 20/01854/FUL – Construction of vehicular access from Shirbutt Lane with associated drive, fencing and landscaping, and timber post for the erection of a hanging sign at Poplar House Shirbutt Lane.
No objections but it was agreed that the volume of vegetation including the hedgerow removed should be replaced to a greater or equal extent within the boundary of the property.

(b) To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had approved the following applications: –
• Ref: 20/00880/FUL – Change of use from outbuildings to 2no. dwellinghouses (retrospective) at Glebe Farm, Hessay to Moor Bridge
• Ref: 20/00893/FUL – Extension to agricultural building at Curlew Fields Farm, New Road.
It was noted that the Local Planning Authority had refused the following application: –
• Ref: 20/01026/FUL – Erection of building for the storage and repair of farm machinery/equipment and formation of new access from New Road at Field to the South of Hessay Industrial Estate, New Road.

20.087 – TO DISCUSS THE PROVISION OF BROADBAND FOR THE VILLAGE
It was reported that fibre to premises (FTTP) is now available in the village. It is believed that the first property should be connected tomorrow, 20th November, though the extent of FTTP connectivity in the village is unknown.

20.088 – TO DISCUSS PROGRESS ON THE CREATION OF A NEW PARISH COUNCIL WEBSITE.
Councillor Barratt reported that all that remains for the new website to be activated is the transfer of the domain name.

20.089 – TO DISCUSS INCONSIDERATE PARKING IN THE VILLAGE
After discussion it was agreed that a letter drop to all the houses in the village to point out the problems caused by vehicles being parked on pavements and parked haphazardly on roads which makes it difficult large vehicles such as tractors and the bus to travel through the village. (Action Councillors Barratt and Johnson)

20.090 – TO CONSIDER A RESPONSE TO THE FOLLOWING: – Code of Conduct – further consultation by the Committee for Standards in Public Life
The YLCA had asked for the above to be included on an agenda. The subject was noted.

20.091 – TO RECEIVE A REPORT ON VILLAGE POLICING
It was noted that there have still been no reports since February 2020. The Clerk reported that he had emailed his contact in the police but had received no reply The Clerk is to pursue the subject directly with the police to see if the monthly reports can be reinstated. (Action Clerk)

20.092 – TO NOTE PROGRESS ON SETTING UP A COMMUNITY SPEED WATCH GROUP
Owing to the ongoing restrictions on meeting people because of the Covid-19 problem it had not been possible to arrange any training.

20.093 – FINANCE
(a) Financial Report
The Clerk had circulated a detailed report showing the actual income and expenditure for the year for the period to 19 November 2020. The report reflected the receipts and payments (net of VAT) below.

This was agreed.

(e) To agree to renew the Parish Council’s insurance
It was agreed to renew the insurance with Zurich Municipal

20.094 – CLERK’S REPORT:
(a) Progress on the filling in of the pothole in front of the Church in New Road (Min. 20.075a)
It was noted that the pothole has been filled in.

(b) Progress on the refurbishment of the notice board (Min 20.075b)
The work has yet to be done.

(c) Progress on the replacement of the matting in the playground (Min. 20.075c)
The matting has not been replaced. Councillor Johnson said that she would power wash the matting to get rid of the moss and make the matting less slippery. (Action Councillor Johnson)

20.095 – TO NOTE CORRESPONDENCE RECEIVED BY THE CLERK

20.095.1 – It was noted that the correspondence received since the September Parish Council meeting listed below had been circulated to Councillors prior to the meeting

(a) CYC – York’s Community Woodland land secured
(b) CYC – The case for York as a Unitary Authority
(c) CYC – Update on restructure of Local Government in York and North Yorkshire
(d) YLCA – White Rose updates

20.095.02 – The Clerk referred to the following item of correspondence
Ainsty (2008) Internal Drainage Board-Completion of Audit statements which he had pinned to the notice board

20.096 – TO CONSIDER MINOR MATTERS
It was noted that Roger Hildreth had cleared the mud in front of the church in New Road, had cut verges around the village and trimmed back the Parish Council’s hedge along Willow Garth and Shirbutt Lane. The Councillors expressed their thanks for the work that Mr Hildreth had carried out

20.097 – TO CONSIDER NEW ITEMS FOR THE NEXT AGENDA
None.

20.098 – TO AGREE THE DATE OF NEXT MEETING
It was agreed that the next meeting would be held on Tuesday 12 January 2021.

There being no more business the meeting was formally closed at 9.50pm.
