HESSAY PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT 7.30PM AT THE CHAPEL, MAIN STREET, HESSAY ON THURSDAY, 18 NOVEMBER 2021

Present: Councillors Mark Barratt (Chairman), Mike Lord, Steve Mills and George Ramshaw. Also present was the Clerk, James Mackman.

AGENDA

21.113 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

21.114 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Councillor Olivia Johnson and City Councillors James Barker and Anne Hook had sent their apologies.

21.115 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Councillor Johnson’s reason for absence was approved.

21.116 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 16 SEPTEMBER 2021
The minutes of the Parish Council meeting held on 16 September 2021, having been circulated prior to the meeting, were approved and signed.

21.117 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 30 SEPTEMBER 2021
The minutes of the Parish Council meeting held on 30 September 2021, having been circulated prior to the meeting, were approved and signed.

21.118 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 14 OCTOBER 2021
The minutes of the Parish Council meeting held on 14 October 2021, having been circulated prior to the meeting, were approved and signed.

21.119 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
With both City Councillors being absent there was no report.

21.120 – TO MAKE DECISIONS ON PARISH COUNCIL LAND
(a) Registration of Parish Land – To receive an update
There was no further news on this subject. The matter is still with the Land Registry.

(b) Hessay Pond including: –
i. The replacement of the gates and fencing
It was agreed to accept a quotation from Huffy Groundworks & Construction to replace the whole of the fencing and the gates. (Action Clerk)

ii. The resurfacing of the path & development of the area using the grant received from the City Council
It was agreed to hold a small working party to clear branches and trim the vegetation in the pond. Recruiting for this is to be done via the Facebook Hessay Community page, the Parish Council’s website and the village notice board. (Action Councillor Barratt)

It is proposed to have a larger working party in March 2022 with the aim of resurfacing the path and creating a hardstanding for the picnic table.

(c) Willow Garth
It was noted that some of the low branches need to be removed. It was suggested that this could be done by a willing volunteer. (Action Councillor Barratt)

(d) Allotments
No news on this subject.

(e) Thief Lane
No news on this subject.

(f) Sandpit Field
No news on this subject

21.121 – PLANNING APPLICATIONS
To note Local Authority Planning Decisions
It was noted that the City Council has not yet made decisions on the two outstanding planning applications.

21.122 – TO DISCUSS THE PROVISION OF “VILLAGE SIGNS” AT THE ENTRANCES TO THE VILLAGE
It was agreed that Councillors Barratt and Ramshaw identify locations for the signs and produce suggestions for the design of the signs. (Action Councillors Barratt & Ramshaw)

21.123 – TO DISCUSS THE POSSIBILITY OF INSTALLING “20 IS PLENTY” ROAD SIGNS IN THE VILLAGE.
The Councillors considered the signs suggested by Councillor Mills and agreed where they should be located. The City Council is to be asked for permission to add the signs to the existing 30mph post in New Lane and the 30mph repeater sign by the Chapel. (Action Clerk)
Back-to-back signs are to be located by the bus stop and two signs on the fence bordering the pond in Shirbutt Lane.
It was agreed that the signs should be purchased. (Action Councillor Barratt and Clerk)

21.124 – TO DISCUSS PROGRESS ON TRAINING FOR THE COMMUNITY SPEED WATCH GROUP
It was noted that one of the residents has taken possession of the appropriate equipment and that two residents have been trained by the police as to how to use it.
Councillor Barratt said that a minimum of three people is needed to participate in a Speed Watch exercise. More residents need to sign up to take part. It is intended to recruit using the Parish Council’s website, the Facebook Hessay Community page and the village notice board. (Action Councillor Barratt )

21.125 – TO REVIEW THE PARISH COUNCIL’S STANDING ORDERS
It was noted that the Parish Council’s Standing Orders had not been revised since 2014. The Clerk had submitted a set of Standing Orders based on the NALC template but tweaked to suit Hessay Parish Council. It was resolved that these be adopted.

21.126 – TO RECEIVE A REPORT ON VILLAGE POLICING
It was noted that there had been no incidents reported to the police in September or October.

21.127 – FINANCE
(a) Financial Report
The Clerk presented a detailed report showing the actual income and expenditure for the year for the period to 18 November 2021. The report reflected the receipts and payments (net of VAT) below.
The bank balances on 18 November were: –

(c) To receive a report on income received

(d) To agree to renew the insurance with Zurich Municipal
This was agreed.

21.128 – CLERK’S REPORT:
Progress on the replacement of the matting in the playground (Min. 21.030b)
It was noted that the matting has been cleaned and the gaps filled in. There are no plans to replace the matting.

21.129 – TO NOTE CORRESPONDENCE RECEIVED BY THE CLERK
It was noted that the correspondence received since the September meeting, as listed below, had already been circulated to the Councillors.

(c) Solar2 – Confirmation of no public meeting in November

21.130 – TO CONSIDER MINOR MATTERS
Prior to the commencement of the 16th September Parish Council meeting representatives of Solar2, who are proposing to install a solar farm off Low Moor Lane, attended with the purpose of asking the Parish Councillors for their opinion as to how best to consult with the village.

21.131 – TO CONSIDER NEW ITEMS FOR THE NEXT AGENDA
None.

21.132 – TO AGREE THE DATE OF NEXT MEETING
It was agreed that the next meeting would be held on Thursday 20th January 2022.

There being no more business the meeting was formally closed at 9.12pm
