HESSAY PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT 7.30PM AT THE CHAPEL, MAIN STREET, HESSAY ON THURSDAY, 16 SEPTEMBER 2021

Present: Councillors Mark Barratt (Chairman), Olivia Johnson, Mike Lord, Steve Mills and George Ramshaw. Also present were six members of the public and the Clerk, James Mackman.

AGENDA
21.082 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

21.083 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
City Councillors James Barker and Anne Hook had sent their apologies.

21.084 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
All Councillors being present there was no need to give approval.

21.085 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 15 JULY 2021
The minutes of the meeting held on 15 July 2021, having been circulated and read, were accepted and signed as a true record.

21.086 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
With both City Councillors being absent there was no report.

21.087 – TO MAKE DECISIONS ON PARISH COUNCIL LAND
(a) Registration of Parish Land – To receive an update
There was no further news on this subject. The matter is still with the Land Registry.

(b) Hessay Pond
i. Councillor Barratt reported having strimmed the vegetation round the picnic table, in front of the pond and around the site, and offered to give it another cut prior to winter.

ii. It was agreed that a materials and equipment be organised so that a working party could be arranged in October to create hardstanding and to resurface the path. (Action Councillor Johnson & Barratt)

iii. It was agreed that the existing fence and gates should be renewed. The Clerk is to obtain quotations for the work. (Action Clerk)

(c) Willow Garth
Cllr Barratt offered to strim the vegetation and trim the hedge.

(d) Allotments
Councillor Johnson reported that the sign noting the presence of asbestos has been ordered.

Thief Lane
No news on this subject.

(f) Sandpit Field including discussion of an enquiry to buy the property
There was no news to report on the sandpit. It was noted that two local farmers had expressed an interest in buying the Sandpit field. The Councillors resolved that the Parish Council had no interest selling the Sandpit. The Clerk is to advise the farmers of this. (Action Clerk)

21.088 – PLANNING APPLICATIONS
To note Local Authority Planning Decisions
It was noted that the following planning application had been refused: –
• Ref: 21/01196/FUL – Erection of detached wooden framed outdoor bbq shelter at Dexter House, The Fold.
It was noted that the following planning application had been withdrawn: –
• Ref: 21/00162/FUL – Erection of industrial building to form 3no. storage units (use class B8) at Builders Yard, Station Yard, New Road.

21.089 – TO DISCUSS THE PROVISION OF TWO “VILLAGE SIGNS” AT THE ENTRANCES TO THE VILLAGE
Councillors have been unable to obtain the necessary information from City of York council to progress the matter, ward councillors will be approached for help. (Action Cllr Barratt)

21.090 – TO DISCUSS THE POSSIBILITY OF INSTALLING “20 IS PLENTY” ROAD SIGNS IN THE VILLAGE.
It was agreed that a number of sites should be identified, and prices obtained for discussion at the November meeting. (Action Councillor Mills)

21.091 – TO DISCUSS PROGRESS ON TRAINING FOR THE COMMUNITY SPEED WATCH GROUP
No news on this subject, the matter has been chased several times, we await a respond from the police and will continue to push for training (Action Cllr Barratt)

21.092 – TO DISCUSS THE PROVISION OF A 3-PHASE ELECTRICITY SUPPLY IN THE VILLAGE
The Chairman explained that a resident had made enquiries about the Parish Council supporting a 3-phase electricity supply for use by the village. After discussion it was resolved not to pursue the subject.

* Councillor Johnson left the meeting at this point in the agenda.

21.093 – TO CONSIDER REVISING THE PARISH COUNCIL’S STANDING ORDERS
It was agreed that the Parish Council’s Standing Orders be revised. The Clerk is to send all Councillors a copy of the current Standing Orders and a recommended update for consideration at the November meeting. (Action Clerk & Councillors)

21.094 – TO RECEIVE A REPORT ON VILLAGE POLICING
Prior to the meeting the Clerk had given each Councillor a schedule of incidents in Hessay reported to the police in July and August 2021. The schedule was noted.

21.095 – FINANCE
(a) Financial Report
The Clerk presented a detailed report showing the actual income and expenditure for the year for the period to 16 September 2021. The report reflected the receipts and payments (net of VAT) below.
The bank balances on 16 September were: –

(b) To note accounts for payment
BP James Mackman Clerk’s salary – August & September £299.40
BP HM Revenue & Customs Income tax – August & September £74.80
BP James Mackman Expenses £6.04
BP Linda Cariss Internal audit fee £80.00

(c) To receive a report on income received
HSBC Bank interest £0.18

(d) To receive the internal auditor’s report
Prior to the meeting the Clerk had emailed the internal auditor’s report to the Councillors. The contents of the report were noted.

21.096 – CLERK’S REPORT:
(a) Progress on the replacement of the matting in the playground (Min. 21.030b)
The matting has yet to be replaced. Councillor Barratt is to chase the City Council for a date for the work to be done. (Action Councillor Barratt)

21.097 – TO NOTE CORRESPONDENCE RECEIVED BY THE CLERK
21.097.01 – The Clerk referred to the following items of correspondence
(a) Elancity – Speed control signs
(b) HSBC – Notice of bank charges from November
(c) PKF Littlejohn – Acknowledgment of receipt of the Exempt Return

21.097.02 – It was noted that the correspondence received since the July meeting, as listed below, had already been circulated to the Councillors.

21.098 – TO CONSIDER MINOR MATTERS
It was reported that a local resident has asked if they can refurbish the direction sign opposite New Road in Main Street. The offer was gratefully accepted.

21.099 – TO CONSIDER NEW ITEMS FOR THE NEXT AGENDA
None.

21.100 – TO AGREE THE DATE OF NEXT MEETING
It was agreed that the next meeting would be held on Thursday 30th September specifically to discuss a planning application. The next regular meeting is to be held on 18th November.

There being no more business the meeting was formally closed at 10.07pm.
