MINUTES OF THE PARISH COUNCIL MEETING HELD AT 7.00PM AT THE CHAPEL SCHOOLROOM, MAIN STREET, HESSAY ON THURSDAY, 14 NOVEMBER 2024
Present: Councillors John Savage (Chairman), Tom Hildreth and Anne Hook. Also present were three members of the public and the Clerk, James Mackman.
24.099 – CO-OPTION AND INTRODUCTION OF NEW COUNCILLORS
No names were put forward.
24.100 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.
24.101 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies for absence had been received from Councillor Emilie Knight.
24.102 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Councillor Knight’s reason for absence were approved.
24.103 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 12 SEPTEMBER 2024
The minutes of the Parish Council meeting held on 12 September 2024, having been circulated prior to the meeting, were approved and signed.
24.104 – PUBLIC PARTICIPATION
None.
24.105 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillor Hook reported that she had exchanged correspondence with the City Council regarding the smoke that had been emanating from the Springbank Business Park.
24.106 – TO RECEIVE THE CLERK’S REPORT:
(a) Update on the Parish Council’s website (Min. 24.087a)
The Clerk reported that the website has now had more than eight thousand visitors.
(b) Request to repaint the faded markings on the village roads (Min. 24.087b)
It was noted that the lines at the entrance of New Road with the A59 had not been repainted. The Clerk is to press the City Council to carry out the work. (Action Clerk)
(c) The repairs to the notice board (Min. 24.087d)
It was agreed to accept Stuart Cariss’s offer for repairing the notice board. (Action Clerk)
24.107 – PLANNING APPLICATIONS
(a) The Councillors considered the planning applications received since the September Parish Council meeting as listed below: –

It was noted that the Local Planning Authority had approved the following planning applications
• Ref: 24/01385/FUL – Side extension to existing agricultural building at Curlew Fields Farm, New Road, YO26 8JS.
• Ref: 24/01607/FUL – Removal of deadwood and minor lateral branch reduction (as per submitted annotated photograph) on 1no. Oak protected by Tree Preservation Order CYC140 at The Saplings, 6 Laburnum Farm Close, YO26 8LG.
It was noted that the Local Planning Authority had refused the following planning application: –
• Ref: 24/00415/FUL – Erection of 1no. dwelling following demolition of existing agricultural barn at Agricultural Building East Of Mullingar Farm and north of Low Moor Lane, Hessay, York. Eastings 453164; Northings 453031.

(e) To agree to renew the Parish Council’s insurance with Zurich – £214
The Clerk explained that Zurich had discontinued the old Parish Council policy and introduced a new policy which was aimed for Parish Councils with a precept under £30,000. The old policy had cost £257.60 for each of the last six years. The new policy on offer would cost £214. It was agreed to accept the new Zurich policy. (Action Clerk)
24.109 – TO MAKE DECISIONS ON PARISH COUNCIL LAND
(a) Registration of Parish Land – To receive an update
No news on this subject.
(b) Hessay Pond
i. It was noted that the picnic table, which is only four years old, has not weathered well. It was agreed that the table be looked at to see if it could be refurbished. (Action Clerk)
ii. It was noted that the Parish Council is holding a £3,000 from the City Council to be used for work in the pond area.
(c) Willow Garth
i. It was noted that a section of the Willow Garth fence leading up to the gate to the field had been damaged. The resident who inadvertently caused the damage to the fence was present at the meeting and agreed to make the necessary repairs.
ii. The Clerk reported that he had cut away the hawthorn by the gate so that it wasn’t in the way of the opening mechanism. He had also cut back branches and hawthorn on the inside of the hedge so that the grass cutting contractor would have a clear way through.

24.110 – TO DISCUSS, THE CONDITION OF THE VILLAGE ROADS, FOOTPATHS, VERGES, AND SIGNAGE IN THE VILLAGE.
It was noted that a drain on the left-hand side of New Road between the crossing gates and the A59 had collapsed. Councillor Hildreth agreed to report this to the authorities. (Action Councillor Hildreth)
24.111 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA training courses are circulated to Councillors on a regular basis. It was agreed that none of the forthcoming courses were required.
24.112 – TO DISCUSS THE IMPLICATION OF THE PLANNED SOLAR FARM
It was agreed that the Parish Councillors would work alongside the Rufforth Parish Councillors especially with regards to meetings with the developers of the solar farm.
24.113 – TO DISCUSS THE PROBLEM WITH SMOKE POLLUTION ARISING FROM THE SPRING BANK AREA
It was noted that the problem of the regular emission of smoke from the Springbank Business Park had been reported to the City Council and that they were taking action. It was resolved that the Parish Council take no action on the subject.
24.114 – TO RECEIVE A REPORT ON VILLAGE POLICING
The Clerk had sent the Councillors police reports for September and October 2024. It was noted that no incidents in Hessay had been reported to the police during the two months.
