HESSAY PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT 7.00PM AT THE CURLEW FIELDS FARM CAFE, HESSAY ON WEDNESDAY, 14 MARCH 2024

Present: Councillors John Savage (Chairman), Tom Hildreth, Anne Hook and Emilie Knight. Also present were two members of the public and the Clerk, James Mackman.

24.020 – CO-OPTION AND INTRODUCTION OF NEW COUNCILLORS
No names were put forward.

24.021 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

24.022 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
All Councillors being present there were no apologies.

24.023 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
None.

24.024 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 18 JANUARY 2024
The minutes of the Parish Council meeting held on 18 January 2024, having been circulated prior to the meeting, were approved and signed.

24.025 – PUBLIC PARTICIPATION
As is the customary practice, the residents present contributed information to the various debates during the meeting.

24.026 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillor Anne Hook reported that the Rural England Prosperity Fund is offering capital grants for community buildings in our Ward.
City Councillor Emilie Knight gave a short report.

24.027 – TO RECEIVE THE CLERK’S REPORT:
(a) Progress on the new website for the Parish Council (Min. 24.008a)
The Clerk reported that the website is attracting visitors despite the fact that neither Google nor Bing appear to recognise the existence of the website.
The Clerk reported having attended a Zoom meeting on gov.uk websites and hopes to be able to connect the website to the appropriate email address. (Action Clerk)

24.028 – PLANNING APPLICATIONS
(a) To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had approved the following application: –

• Ref: 23/01840/FUL – Two-storey rear extension and single-storey side extension at Shirbutts, York Road, YO26 8JX.
It was noted that the Local Planning Authority had refused the following applications: –

• Ref: 23/02039/FUL – Erection of storage building and change of use of surrounding land for storage of motor vehicles (retrospective) at OS Fields 0025 and 1124 York Road – Eastings: 452073, Northings: 454265.

24.029 – FINANCE
(a) Financial Report
The Clerk presented a detailed report showing the actual income and expenditure for the year for the period to 14 March 2024. The report reflected the receipts and payments (net of VAT) below:

(b) To note accounts for payment
35 BP Hessay Methodist Church Grant in lieu of rent for 2023-24 £120.00
36 CHG HSBC Bank charges – Dec/Jan £8.00
37 CHG HSBC Bank charges – Feb/Mar £8.00
38 BP James Mackman Salary – February & March £356.12
39 BP HMRC Income tax on above £89.00
40 BP James Mackman Expenses £10.75

(c) To receive a report on income received

(d) To re-appoint the internal auditor
It was agreed to re-appoint Linda Cariss as the Parish Council’s internal auditor.

24.030 – TO MAKE DECISIONS ON PARISH COUNCIL LAND

(a) Registration of Parish Land – To receive an update
Roger Hildreth reported on the trials and tribulations of trying to get the Land Registry to register all five plots of parish council-owned land in the village. He said that a brand-new application is to be submitted.

(b) Hessay Pond
No report.

(c) Willow Garth
No report.

(d) Allotments
Councillor Hildreth reported that the subject of the capping of the well is in hand.

(e) Thief Lane
No report.

(f) Sandpit Field
No report.

24.031 – TO DISCUSS, THE CONDITION OF THE VILLAGE ROADS, FOOTPATHS, VERGES, AND SIGNAGE IN THE VILLAGE.
It was reported that many of the road signs round the village are dirty and/or pointing in the wrong direction. Councillors Hook and Knight volunteered to carry out an audit of the signs. (Action Councillors Hook and Knight)

24.032 – TO CONSIDER WHAT TO DO WITH THE NOTICE BOARD – REPAIR OR REPLACE?
It was agreed to defer discussion on this subject.

24.033 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA training courses are circulated to Councillors on a regular basis. It was agreed that none of the forthcoming courses were required.

24.034 – TO RECEIVE A REPORT ON VILLAGE POLICING
The Clerk agreed to send the Councillors the list of incidents reported to the police. In January there were no incidents. Two separate incidents were reported in February.

24.035 – TO NOTE CORRESPONDENCE RECEIVED BY THE CLERK
24.035.1 – It was noted that the correspondence received since the January meeting, as listed below, had already been circulated to the Councillors.

24.035.2 – The Clerk referred to the following items of correspondence received since the January Parish Council meeting
(a) Conservation Volunteers – Request to advertise in the Newsletter
(b) The Conservation Volunteers – Posters

24.036 – TO CONSIDER MINOR MATTERS
(a) It was noted that the white line at the junction of New Road and Main Street has faded. The Clerk is to remind the City Council that the road markings need to be repainted. (Action Clerk)

(b) There was a request for a bus stop to be installed on the A59 near the junction with Shirbutt Lane. The Clerk is to ask the City Council if it will facilitate this. (Action Clerk)

24.037 – TO CONSIDER NEW ITEMS FOR THE NEXT AGENDA
None.

24.038- TO AGREE THE DATE AND PLACE OF NEXT MEETING
It was agreed that the next meeting would be held in the Chapel Schoolroom, Main Street, Hessay.at 7.00pm on Thursday 9 May 2024.

There being no more business the meeting was formally closed at 8.10pm
