HESSAY PARISH COUNCIL
MINUTES OF THE PARISH COUNCIL MEETING HELD AT 7.30PM AT THE CHAPEL, MAIN STREET, HESSAY ON THURSDAY, 13 JANUARY 2022
Present: Councillors Mark Barratt (Chairman), Steve Mills and George Ramshaw. Also present were three members of the public and the Clerk, James Mackman.

22.001 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.
22.002 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Councillors Olivia Johnson and Mike Lord and City Councillor Anne Hook had sent their apologies.
22.003 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Councillor Johnson’s and Lord’s reasons for absence was approved.
22.004 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 18 NOVEMBER 2021
The minutes of the Parish Council meeting held on 18 November 2021, having been circulated prior to the meeting, were approved and signed.
22.005 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
In the absence of City Councillor, Anne Hook, there was no report.
22.006 – TO MAKE DECISIONS ON PARISH COUNCIL LAND
(a) Registration of Parish Land – To receive an update
Clare Spence, the solicitor acting for the Parish Council on this subject, reported that the Land Registry has looked at two of the areas of Parish Council-owned land but has still to consider the other three areas.
(b) Hessay Pond including setting a date for a working party
It was agreed to hold a working party on the weekend of 19/20 March. (Action Councillors Barratt & Johnson)
(c) Willow Garth
A resident agreed to remove a number of dangerous branches.
(d) Allotments
No news on this subject.
(e) Thief Lane
No news on this subject.
(f) Sandpit Field
No news on this subject
22.007 – PLANNING APPLICATIONS
(a) The Councillors considered the planning applications received since the November Parish Council meeting as listed below: –

Ref: 21/02588/FUL – Erection of single-storey extension to detached garage after demolition of existing extension (resubmission) at The Grange, Main Street.
No objections but we want to be reassured that the neighbours aren’t adversely affected.
Ref: 21/02593/FUL – Porch extension to front, 2no. canopies to rear at Orchard House, 8 Shirbutt Lane.

(b) To note Local Authority Planning Decisions
It was noted that the City Council had refused the following planning application: –
• Ref: 21/02005/FUL – Erection of stables to the rear of 5 Laburnum Farm Close.
22.008 – TO DISCUSS THE POSSIBILITY OF INSTALLING “20 IS PLENTY” ROAD SIGNS IN THE VILLAGE.
It was noted that the City Council has not yet given permission for the erection of the signs. Though not all locations require permission, the fittings will be finalised so as the signs can be bought. (Action Clerk, Councillors Barratt & Mills)
22.009 -TO DISCUSS THE CONDITION OF THE PARISH COUNCIL’S CHRISTMAS TREE LIGHTS
Councillor Barratt reported that the lights are starting to fail and a replacement should be considered. The subject will be on the Parish Council’s March meeting agenda
22.010 – TO RECEIVE A REPORT ON VILLAGE POLICING
It was noted that there had been no incidents reported to the police in November or December 2021.
22.011 – FINANCE
(a) Financial Report
The Clerk presented a detailed report showing the actual income and expenditure for the year for the period to 13 January 2022. The report reflected the receipts and payments (net of VAT) below.
The bank balances on 13 January were: –

(b) To note accounts for payment
BP James Mackman Clerk’s salary – December & January £299.20
BP HM Revenue & Customs Income tax – December & January £75.00
BP James Mackman Expenses including SLCC subscription £22.75, £28.13
BP Upper Poppleton P C Annual stationery contribution £20.00
(c) To receive a report on income received
HSBC Bank interest £0.23
(d) To consider making a donation to the Chapel School Room
It was agreed to make a donation of £120 towards the use of the Chapel school room for the current financial year. (Action Clerk)
(e) To agree to pay a proportion of the Clerk’s SLCC subscription (£22.75)
It was agreed that the Parish Council would pay £22.75 towards the total of this year’s subscription of £186.00
(f) To consider the Budget for 2022-2023 and set the precept
The Councillors considered the proposed budget that the Clerk had circulated prior to the meeting. It was agreed that the precept for 2022-23 be held at £3,650. The Chairman and Clerk signed the form.

22.013 – TO CONSIDER MINOR MATTERS
(a) It was agreed that Northern Powergrid be asked to inspect the electricity poles in Shirbutt Lane following the recent incident of a pole falling across the lane. (Action Clerk)
(b) It was reported that there are now 62 trains a day travelling between York and Harrogate.
22.014 – TO CONSIDER NEW ITEMS FOR THE NEXT AGENDA
(a) The purchase of Christmas tree light.
(b) The erection of a fence in Willow Garth.
22.015 – TO AGREE THE DATE OF NEXT MEETING
It was agreed that the next meeting would be held on Thursday 17th March 2022.
There being no more business the meeting was formally closed at 9.02pm
