MINUTES OF THE PARISH COUNCIL MEETING HELD AT 7.00PM AT THE CHAPEL SCHOOLROOM, MAIN STREET, HESSAY ON THURSDAY, 12 SEPTEMBER 2024

Present: Councillors John Savage (Chairman), Tom Hildreth, Anne Hook and Emilie Knight. Also present were two members of the public and the Clerk, James Mackman.

24.080 – CO-OPTION AND INTRODUCTION OF NEW COUNCILLORS
No names were put forward.

24.081 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

24.082 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
All Councillors being present there were no apologies.

24.083 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
None.

24.084 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 11 JULY 2024
The minutes of the Parish Council meeting held on 11 July 2024, having been circulated prior to the meeting, were approved and signed.

24.085 – PUBLIC PARTICIPATION
None.

24.086 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillor Hook reported that: –
• The City Council is looking to introduce a 20mph limit in residential areas.
• The adoption of York’s Local Plan is imminent.

24.087 – TO RECEIVE THE CLERK’S REPORT:
(a) Update on the Parish Council’s website (Min. 24.069a)
The Clerk reported that there had now been 7,450 views of the website by 3,775 visitors.

(b) Request to repaint the faded markings on the village roads (Min. 24.069b)
It was reported that the faded markings had yet to be repainted. (Action Clerk)

(c) Request for a bus stop opposite Shirbutt Lane on the A59 (Min. 24.069c)
The Clerk reported having had no response from the City Council about this request. It was resolved not to pursue the matter further.

(d) The repairs to the notice board (Min. 24.069d)
It was noted that Stuart Cariss is still working on this subject.(e) The police response to inconsiderate parking at the two T-junctions in the village (Min. 24.073b)
It was noted that the police had said that the Parish Council should encourage residents to park responsibly.

24.088 – PLANNING APPLICATIONS
(a) The Councillors considered the planning applications received since the July Parish Council meeting as listed below: –

Ref: 24/01385/FUL – Side extension to existing agricultural building at Curlew Fields Farm, New Road, YO26 8JS.
No objections
Note that for this agenda item Councillor Hildreth absented himself from the meeting.

(b) To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had refused the following planning applications: –
• Ref: 24/00548/OUT – Outline application for 5no. commercial units with some matters reserved at Tockwith Training Services, Shirbutt Lane, YO26 8JT.
• Ref: 24/00862/FUL – Use of land for the siting of a mobile home at High Moor Farm, New Road, YO26 8JS.

24.089 – FINANCE
(a) Financial Report
The Clerk presented a detailed report showing the actual income and expenditure for the year for the period to 12 September 2024. The report reflected the receipts and payments (net of VAT) below:

(c) To receive a report on income received

(c) To receive the internal auditor’s report
Prior to the meeting the Clerk had emailed the internal auditor’s report to the Councillors. The contents of the report were noted. The chairman took the opportunity to thank the Clerk for doing a super job.

(d) To note the external auditor’s report
Prior to the meeting the Clerk had emailed the external auditor’s report to the Councillors. The contents of the report were noted.

24.090 – TO MAKE DECISIONS ON PARISH COUNCIL LAND
(a)  Registration of Parish Land – To receive an update
No news on this subject.

(b) Hessay Pond
i. It was noted that the vegetation to the water’s edge had been cut back but the prevailing opinion was that it had been cut back too soon and that in future years it should be done at the end of the bird nesting season.

ii. It was reported that one of the spars on the picnic table had broken. Councillor Hildreth agreed to look at this with the intention of repairing it. (Action Councillor Hildreth)

(c) Willow Garth
It was noted that Avove Utilities had written to ask permission to trim back some of the trees in Willow Garth which are close the Northern Powergrid overhead wires. The Councillors agreed to the request. (Action Clerk)

(d) Allotments
No report.

(e) Thief Lane
No report.

(f) Sandpit Field
No report.

24.091 – TO DISCUSS, THE CONDITION OF THE VILLAGE ROADS, FOOTPATHS, VERGES, AND SIGNAGE IN THE VILLAGE.
It was noted that most of the potholes in the village had been filled in.

24.092 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA training courses are circulated to Councillors on a regular basis. It was agreed that none of the forthcoming courses were required.

24.093 – TO CONSIDER THE RENAMING OF THE LENGTH OF SHIRBUTT LANE WHICH JOINS THE A59.
The idea of renaming this end of Shirbutt Lane came about because of the number of drivers who drive down the lane as far as the railway line in the mistaken belief that Shirbutt Lane is a through road even though there are T-shaped no through road signs at each end. After discussion it was agreed that the problem would not be solved by renaming the lane. It was agreed that the Clerk should write to Minster Windows to suggest that they let their suppliers know that access to their site is directly from the A59 and not through the section of Shirbutt Lane that runs along through village. (Action Clerk)

24.094 – TO RECEIVE A REPORT ON VILLAGE POLICING
The Clerk had sent the Councillors police reports for July and August 2024. There was one incident reported in July and none in August. The reports were noted.

24.095 – TO NOTE CORRESPONDENCE RECEIVED BY THE CLERK
It was noted that the correspondence received since the July meeting, as listed below, had already been circulated to the Councillors.

24.097 – TO CONSIDER NEW ITEMS FOR THE NEXT AGENDA

24.098- TO AGREE THE DATE AND PLACE OF NEXT MEETING
It was agreed that the next meeting would be held in the Chapel Schoolroom, Main Street, Hessay, at 7.00pm on Thursday 14 November 2024.

There being no more business the meeting was formally closed at 8.15pm
