HESSAY PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT 7.30PM IN THE CHAPEL SCHOOLROOM, HESSAY, ON WEDNESDAY 12 SEPTEMBER 2018

Present: Councillors Mark Barratt (Chairman), Mike Lord and Ann Watson. Also present were City Councillor Chris Steward, one member of the public and the Clerk, James Mackman.

PUBLIC PARTICIPATION
PCSO Klavin, who is one of a team of 16 PCSOs based in Acomb, gave details of the workings of the police with regards to Rural West York.

18.093 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

18.094 – TO RECEIVE APOLOGIES AND APPROVE REASONS FOR ABSENCE
Apologies were received and approved from Councillors Roger Hildreth and Olivia Johnson.

18.095 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 18 JULY 2018
The minutes of the meeting held on 18 July 2018, having been circulated and read, were accepted and signed as a true record.

18.096 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillor Steward: –
• Gave an update on the asphalt plant planning application
• Mentioned that there is a Ward Committee meeting at the Skelton Village Hall on the evening of 24 September.

18.097 – TO MAKE DECISIONS ON PARISH COUNCIL LAND
(a) Registration of Parish Land – To receive an update
The Chairman reported that the Land Registry is now asking for each parcel of land to be treated separately. Councillor Hildreth had read through the minute books looking for entries relevant to the subject. The Clerk had found a copy of a 165-page document entitled “The Hessay Enclosure of 1831” which contained maps showing the areas of what is now believed to be Parish Council-owned land. Work to have the ownership of the land registered is ongoing.

(b) Hessay Pond including the potential for the provision of a picnic table
The Chairman said that the space for a picnic table was limited. Councillors agreed to have a look at the area prior to the next meeting. (Action all Councillors)

(c) Willow Garth
No news on this subject.

(d) Allotments & Community Garden Scheme
It was reported that the allotments are looking good and are well attended.
The Clerk reported that there are still some allotment rents outstanding.

(e) Thief Lane
It was noted that all is in order with Thief Lane.
(f) Sandpit Field
No report.

18.098 – PLANNING APPLICATIONS
(a) To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had approved the following applications: –
• Ref: 18/00973/FUL – Change of use of workshop to a granny annex at Shirbutts, York Road.
• Ref: 18/01373/FUL – Single-storey rear extension at Acorn House, 7 Laburnum Close.

(b) To discuss progress on the proposed asphalt plant on the Hessay Industrial Estate
It was noted that the City Council has delayed making a decision on the planning application for another month.

18.099 – TO DISCUSS THE PROVISION OF A DEFIBRILLATOR IN THE VILLAGE
The Clerk reported that the Parish Council has received a grant of £1,500 from the City Council for the purchasing of a defibrillator. It was noted that we are still waiting for a suitable leasing quotation.

18.100 – TO DISCUSS PROGRESS ON ROAD SAFETY AND TRAFFIC CALMING IN THE VILLAGE
It was reported that the City Council has painted “crocodile teeth” on the entrances into the village in both New Road and Main Street.

18.101 – TO DISCUSS THE CONDITION OF THE VILLAGE ROADS, VERGES, POTHOLES, FOOTPATHS AND SIGNAGE IN THE VILLAGE
The Clerk reported having met two men from the Community Payback scheme and they had agreed that they would trim the vegetation along the footpath and gutter in Shirbutt Lane.

18.102 – TO RECEIVE AN UPDATE ON PARKING RESTRICTIONS IN FRONT OF THE CHILDREN’S PLAYGROUND IN MAIN STREET
No news to report on this subject.

18.103 – TO RECEIVE AN UPDATE ON PROGRESS TOWARDS LINKING HESSAY TO YORK VIA A CYCLE PATH
Councillor Watson said that neither Sustrans nor the City Council support the idea of a cycle path alongside the A59. It was agreed to take the subject off the agenda until circumstances change.

18.104 – TO CONSIDER HAVING THE NOTICE BOARD REFURBISHED
The Councillors agreed to look at the notice board and decide on what should be done to refurbish it at the next Parish Council meeting.

18.105 – TO CONSIDER COUNCILLOR TRAINING
The Clerk said that there were no new training courses to consider. Councillor Watson is to attend the YLCA One-Day Conference at the Mercure Fairfield Manor Hotel, Skelton on 28th September.

18.106 – TO RECEIVE A REPORT ON VILLAGE POLICING
Reproduced below is a table showing the incidents reported to the police during July and August 2018.
Date – Incident Type Details
13 Jul Theft Concrete hazard pole taken from entrance to field in Low Moor Lane. Value about £20; no CCTV or witnesses.
15 Aug Theft Female broke into Laybourne Lakes Fishery and was seen lighting a fire and cooking a carp; caller believes this must have been stolen from the lake; also concerned that open fire could be dangerous due to the very dry weather. Caller not expecting Police to attend but wanted to report it.

18.107 – FINANCE
(a) Financial Report
The Clerk presented a detailed report showing the actual income and expenditure for the year for the period to 12 September 2018. The report reflected the receipts and payments (net of VAT) below.
The bank balances at 12 September were: –

(c) To receive a report on income received
City of York Council Defibrillator grant £1,500.00

(d) To receive the internal auditor’s report
Mrs Cariss, the internal auditor, reported that the standard of the Parish Council’s records was such that she had no further comments, adverse or constructive to make on the 2017-18 audit.
She did observe that two residents who had made pledges regarding the costs of the Parish Council’s objections to the asphalt planning application had not paid them to the Parish Council.

18.108 – CLERK’S REPORT:
(a) Progress on the clearance of the gutter and pipe in Shirbutt Lane (Min. 18.088a) – (Jan 16)
No progress to report on this subject.

18.109 – TO NOTE CORRESPONDENCE RECEIVED BY THE CLERK

It was agreed that the next meeting would be held on Wednesday 14 November 2018.

There being no more business the meeting was formally closed at 9.26pm.
