MINUTES OF THE PARISH COUNCIL MEETING HELD AT 7.00PM AT THE CHAPEL SCHOOLROOM, MAIN STREET, HESSAY ON THURSDAY, 11 JULY 2024

Present: Councillors John Savage (Chairman), Tom Hildreth, Anne Hook and Emilie Knight. Also present were four members of the public and the Clerk, James Mackman.

24.062 – CO-OPTION AND INTRODUCTION OF NEW COUNCILLORS
No names were put forward.

24.063 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

24.064 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
All Councillors being present there were no apologies.

24.065 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
None.

24.066 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 9 MAY 2024
The minutes of the Parish Council meeting held on 9 May 2024, having been circulated prior to the meeting, were approved and signed.

24.067 – PUBLIC PARTICIPATION
Members of the public made comments on several points on the agenda.

24.068 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillors Hook and Knight reported that: –
• The City Council is introducing a charge for garden waste collection on 5 August 2024. Residents will need to subscribe through the City Council’s website to ensure future collection of garden waste.
• The City Council is to conduct an online Bus Service Improvement Plan Consultation.

24.069 – TO RECEIVE THE CLERK’S REPORT:
(a) Update on the Parish Council’s website (Min. 24.050a)
The Clerk reported that there had now been 5,457 visits to the website by 2,848 visitors.
(b) Request to repaint the faded markings on the village roads (Min. 24.050b)
It was reported that the markings at the junction between New Road and the A59 had not been repainted. The Clerk is to pursue the matter with the City Council. (Action Clerk)
(c) Request for a bus stop opposite Shirbutt Lane on the A59 (Min. 24.050c)
The Clerk reported that he had still not received a reply from the City Council to the email he sent on 20 March asking for a bus stop. The Clerk is to pursue the matter with the City Council. (Action Clerk)

(d) The repairs to the notice board (Min. 24.055)
Stuart Cariss said that the top of the notice board had perished over the years but that he thought it could be replaced. The Councillors agreed that Mr Cariss should examine the notice board more closely and determine if a repair to make the notice board waterproof could be carried out successfully. The Councillors gave the Clerk, in consultation with the Chairman, the power to authorise a repair. (Action Clerk & Chairman)

24.070 – PLANNING APPLICATIONS
(a) The Councillors considered the planning applications received since the May Parish Council meeting as listed below: –

It was noted that the Local Planning Authority had approved the following planning application: –

24.071 – FINANCE

The Clerk presented a detailed report showing the actual income and expenditure for the year for the period to 11 July 2024. The report reflected the receipts and payments (net of VAT) below:

24.072 – TO MAKE DECISIONS ON PARISH COUNCIL LAND
(a) Registration of Parish Land – To receive an update
No news on this subject.

(b) Hessay Pond
It was agreed that Sleightholm Landscapes be asked for a price to trim the vegetation to the water’s edge. The Clerk, in consultation with the Chairman, was authorized to commission the work. (Action Clerk & Chairman)

(c) Willow Garth
No report.

(d) Allotments
No report.

(e) Thief Lane
No report.

(f) Sandpit Field
No report.

24.073 – TO DISCUSS, THE CONDITION OF THE VILLAGE ROADS, FOOTPATHS, VERGES, AND SIGNAGE IN THE VILLAGE.
(a) The provision of a litter bin for the layby in New Road
It was agreed to take no action on this request.
(b) Inconsiderate parking at the two T-junctions in the village
It was agreed that the police should be asked to monitor parking at the two T-junctions. (Action Councillor Knight)

24.074 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA training courses are circulated to Councillors on a regular basis. It was agreed that none of the forthcoming courses were required.

24.075 – TO RECEIVE A REPORT ON VILLAGE POLICING
The Clerk had sent the Councillors police reports for May and June 2024. There was one incident reported in May and none in June. The reports were noted.

24.076 – TO NOTE CORRESPONDENCE RECEIVED BY THE CLERK

24.076.2 – The Clerk referred to the following item of correspondence received since the May Parish Council meeting
An email from a resident complaining about the overgrowing vegetation at the corner of Mill Lane and the Wetherby road.

24.077 – TO CONSIDER MINOR MATTERS
None.

24.078 – TO CONSIDER NEW ITEMS FOR THE NEXT AGENDA
To consider the renaming of the length of Shirbutt Lane which joins the A59.

24.079- TO AGREE THE DATE AND PLACE OF NEXT MEETING
It was agreed that the next meeting would be held in the Chapel Schoolroom, Main Street, Hessay.at 7.00pm on Thursday 12 September 2024.

There being no more business the meeting was formally closed at 9.20pm
