MINUTES OF THE PARISH COUNCIL MEETING HELD AT 7.30PM IN THE CHAPEL SCHOOLROOM, HESSAY, ON WEDNESDAY 10 JANUARY 2018
Present: Councillors Mark Barratt (Chairman), Olivia Johnson and Ann Watson. Also present were City Councillor Chris Steward and the Clerk, James Mackman.

18.001 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.
18.002 – TO RECEIVE APOLOGIES AND APPROVE REASONS FOR ABSENCE
Apologies for absence were received and approved from Councillors Hildreth and Lord.
18.003 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 8 NOVEMBER 2017
The minutes of the meeting held on 8 November 2017, having been circulated and read, were accepted and signed as a true record.
18.004 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillor Chris Steward: –
• Reported that there was no news to report about the proposed asphalt plant other than that an Environmental Impact Assessment is being undertaken and that access to New Road from the A59 is still an issue.
• Recommended that a list of all the traffic related problems is compiled as, although the City Council has ultimate responsibility, different Council Officers have specific functions and a list will enable the appropriate Officer to take action.
18.005 – TO MAKE DECISIONS ON PARISH COUNCIL LAND
(a) Registration of Parish Land – To receive an update
No progress to report on this subject.
(b) Hessay Pond
Councillor Barratt reported that he had removed the unwanted/unsafe trees.
(c) Willow Garth

(d) Allotments & the possible of starting a community garden scheme
No progress to report on this subject.

18.006 – PLANNING APPLICATIONS
(a) To note Local Authority Planning Decisions
There have been no plans for the City of York Council to consider.
(b) To discuss progress on the proposed asphalt plant on the Hessay Industrial Estate
Councillor Steward had covered all the news in his report above.
18.007 – TO DISCUSS PROGRESS ON ROAD SAFETY AND TRAFFIC CALMING IN THE VILLAGE, AND HGVs USING THE VILLAGE ROADS ILLEGALLY.
It was agreed that the Chairman and Clerk draw up a list of traffic problems including those under this heading. (Action Chairman and Clerk)
18.008 – TO DISCUSS THE CONDITION OF THE VILLAGE ROADS, VERGES, POTHOLES, FOOTPATHS AND SIGNAGE IN THE VILLAGE
No news on this subject.
18.009 – TO DISCUSS THE PROVISION OF A DEFIBRILLATOR IN THE VILLAGE
It was noted that the phone box in Main Street has been removed.
It was agreed that the owner of the property adjacent to where the phone box used to be be approached to see if a defibrillator could be installed on their land.
18.010 – TO RECEIVE AN UPDATE ON PARKING RESTRICTIONS IN FRONT OF THE CHILDREN’S PLAYGROUND IN MAIN STREET
No news on this subject.
18.011 – TO DISCUSS BROADBAND PROVISION FOR THE VILLAGE
It was noted that BT has installed a cabinet in Main Street. It is expected that all residential phone lines will be connected to the cabinet by the end of January 2018.
18.012 – TO DISCUSS IF THE PARISH COUNCIL SHOULD PURSUE A GOVERNMENT GRANT FOR THE CREATION OF ITS OWN WEBSITE.
The Clerk explained that the Government has made grants available for Parish Councils to acquire a website and equipment to enable them to put information on the internet as required by the Transparency Code. The funding is only available until the middle of February 2018. It was agreed that the Clerk should complete a grant application form to enable the Parish Council to receive a grant for a website. The subject of acquiring a website is to be discussed at a future Parish Council meeting. (Action Clerk)
18.013 – TO RECEIVE A REPORT ON VILLAGE POLICING
No incidents for Hessay had been reported to the police during November and December.
18.014 – TO CONSIDER COUNCILLOR TRAINING
The Clerk reported that the YLCA had not yet produced a schedule of training courses for 2018. It was agreed that Councillor Johnson be booked on to a “New Councillor” course as soon as one becomes available. (Action Clerk)
18.015 – FINANCE
(a) Financial Report
The Clerk presented a detailed report showing the actual income and expenditure for the year for the period to 10 January 2018. The report reflected the receipts and payments (net of VAT) below.

It was agreed that the Parish Council would pay £18.35 towards the total of this year’s subscription of £185.00.
(e) To consider the Budget for 2018-2019 and set the precept
The Councillors considered the proposed budget that the Clerk had circulated prior to the meeting. It was noted that there is likely to be a deficit of £800 in 2017-18. It was agreed that the precept for 2018-19 be increased to £3,650 in order to recover the greater part of this year’s deficit.
(f) To consider introducing an electronic banking facility
The Clerk reported that he had visited the HSBC branch in Parliament Street, York when he had been advised that the bank was unable to operate an account which conformed with the banking rules required by Parish Councils. The Clerk is making further enquiries on the subject.

It was reported that the lights had been on the tree on the children’s playground during the festive period.

Payment for the hire of the Chapel schoolroom for Parish Council meetings during 2017-18
18.020 – TO AGREE THE DATE OF NEXT MEETING
It was agreed that the next meeting would be held on Wednesday 14 March 2018.
There being no more business the meeting was formally closed at 8.45pm.
